Diese Erweiterung fügt dem Basisspiel 30 neue Karten hinzu und führt drei verschiedene Stadtausbauten ein, die über ein Tableau abgebildet werden: Wissenschaft (grün), Handel (gelb) und Politik (blau). Durch Fortschrittskarten können Spieler neue taktische Möglichkeiten nutzen und komplexere Strategien verfolgen.

Ein zentrales Element der Erweiterung sind Metropolen, die als Belohnung für das Erreichen der höchsten Stadtausbaustufen gelten und jeweils 2 Siegpunkte bringen. Das Spielziel bleibt ein Sieg durch Sammlung von mindestens 13 Siegpunkten.
